Regionwide BPLS Study Undertaken, Tapping EGIP Staff

The Department of Trade and Industry (DTI) National Economic Research and Business Assistance Center (NERBAC) is currently undertaking a study of all Business Permits issued by the various Local Government Units (LGUs) in Region 12. This includes the 5 cities, namely: General Santos, Koronadal, Tacurong, Kidapawan and Cotabato; and the 45 municipalities from the region’s 4 provinces, namely: Sarangani, South Cotabato, Sultan Kudarat and Cotabato.

 

Given the scope of the study, DTI NERBAC 12 is tapping the Expanded Government Internship Program

(EGIP) staff of the 4 Provincial Offices and 2 Satellite City Offices of DTI 12 who are also simultaneously generating almost similar data. This will ensure that data required from all of the region’s LGUs will be complete, and also processed.    

 

The study seeks to analyze the various data that can be culled from the Business Permit Application Forms of the LGUs which they give out to business permit applicants whenever the latter apply for business permit. These LGUs use only one unified Business Permit Application Form across the region, such that the data generated from the said form are all uniform across all cities and municipalities.

 

These data include, but are not limited to, the following 16 indicators:

 

(1) No. of businesses registered per industry classification;

(2) Number of New, Renewal and Additions (new branches put up) of Businesses Registered;  

(3) No. of businesses registered per income classification (micro, small, medium, large);

(4) No. of businesses per type of business registration (Single, Partnership, Corporation, Cooperative, Others (Associations, Federations, etc.);

(5) Total Capital of Newly Registered Businesses;

(6) Total Gross Sales (Receipts) of Renewal Businesses (Differentiate between Essential or Non-essential);

(7) Total Number of Jobs Created for New and Renewal Businesses;

(8) List of Steps in Securing New and Renewal Business Permits;

(9) Business Registration System for New Applications (No. of Days/Steps);

(10) Business Registration System for Renewal Applications (No. of Days/Steps);

(11) List of Business Licensing requirements (New and Renewal);

(12) List of business regulatory fees and amount of each fee and charges;

(13) No. of approved construction and occupancy permits issued per year;

(14) Business Registration System for Construction and Occupancy Permits (No. of Days/Steps); and,

(15) List of steps in Securing Construction and Occupancy Permits.

 

The above data covers the period 2010 to 2013. On the other hand, a List of New, Renewal and Additions (new branches put up) of Businesses Registered for CY 2013 only will also be generated from the 50 LGUs to come up with a database of all businesses registered in the region for 2013.
